The reason for this is given as 'the great decay round the Education of the Children of needy People and of Old People in Reading, Writing and the basics of Religion; which for a large part is the cause of the great ignorance, which is perceived there; and which causes very harmful effects, not only with regard to Civilian Life, but also and more especially with regard to their eternal well-being'.
